Liman\u0131m\u0131z\u0131n kaydetti\u011fi her ba\u015far\u0131, hi\u00e7 ku\u015fkusuz bu kentte ya\u015fayanlar ve liman kullan\u0131c\u0131lar\u0131 olarak hepimizi memnun etmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Ancak bir liman\u0131n ba\u015far\u0131l\u0131 ve s\u00fcrd\u00fcr\u00fclebilir \u015fekilde faaliyet g\u00f6stermesi, liman kullan\u0131c\u0131lar\u0131yla kurdu\u011fu g\u00fc\u00e7l\u00fc ili\u015fkiler ve bulundu\u011fu kentle entegrasyonuyla do\u011frudan ba\u011flant\u0131l\u0131d\u0131r. Liman i\u015fletmecilerinin liman kullan\u0131c\u0131lar\u0131 ile \u015feffaf, verimli ve g\u00fcvene dayal\u0131 bir ileti\u015fim kurmas\u0131; operasyonel s\u00fcre\u00e7lerin iyile\u015ftirilmesine katk\u0131 sa\u011flar, liman\u0131n rekabet g\u00fcc\u00fcn\u00fc art\u0131r\u0131r ve b\u00f6lgesel kalk\u0131nmay\u0131 te\u015fvik eder.<\/p>\n<p>&nbsp;<\/p>\n<p>\u00dclkemizin ekonomik ko\u015fullar\u0131 ortadad\u0131r. Enflasyonun bask\u0131lanmas\u0131 i\u00e7in uygulanan ekonomik politikalar nedeniyle, i\u015f adamlar\u0131m\u0131z yan\u0131nda 85 milyon insan\u0131m\u0131z da ciddi s\u0131k\u0131nt\u0131lar \u00e7ekmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>D\u0131\u015f ticaret firmalar\u0131n\u0131n destek bekledi\u011fi b\u00f6yle bir ortamda, Mersin Liman \u0130\u015fletmecisi (MIP) taraf\u0131ndan hayata ge\u00e7irilen tarife art\u0131\u015flar\u0131 ve uygulamalar; ihracat\u00e7\u0131lar\u0131m\u0131z, ithalat\u00e7\u0131lar\u0131m\u0131z ve limanla ba\u011flant\u0131l\u0131 t\u00fcm payda\u015flar\u0131n rekabet g\u00fc\u00e7lerini zay\u0131flatmakta ve enflasyonu tetiklemektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Son d\u00f6nemdeki fiyat art\u0131\u015flar\u0131n\u0131 ve uygulamalar\u0131, ba\u015fl\u0131klar halinde sizlerle payla\u015fmak istiyoruz:<\/p>\n<p><strong>1-Yana\u015fma Penceresi Uygulamas\u0131<\/strong><\/p>\n<p>2013 y\u0131l\u0131ndan beri \u00fccretsiz olarak uygulanan ve 2023 May\u0131s ay\u0131nda ask\u0131ya al\u0131nan berthing window\/yana\u015fma penceresi uygulamas\u0131 (limana geli\u015f zaman\u0131n\u0131 \u00f6nceden bildiren konteyner gemilerine \u00f6ncelik tan\u0131nmas\u0131) gemilerin demirde bekleme s\u00fcrelerinin uzamas\u0131 \u00fczerine limandaki bu s\u0131k\u0131\u015f\u0131kl\u0131\u011fa \u00e7\u00f6z\u00fcm bulmak amac\u0131yla A\u011fustos 2023\u2019ten itibaren, y\u00fckleme bo\u015faltma \u00fccretlerine ilave olarak\u00a0 20\u2019lik konteyner i\u00e7in 30 dolar, 40\u2019l\u0131k konteyner i\u00e7in 60 dolar bedelle (TEU ba\u015f\u0131na 30 dolar) yeniden hayata ge\u00e7irilmi\u015ftir.<\/p>\n<p>Bug\u00fcne gelindi\u011finde ise s\u0131k\u0131\u015f\u0131kl\u0131k sorunu \u00e7\u00f6z\u00fclm\u00fc\u015f olmas\u0131na ra\u011fmen, yana\u015fma penceresi uygulamas\u0131ndaki bu ilave \u00fccretler kal\u0131c\u0131 hale getirilmi\u015ftir.<\/p>\n<p>Bu \u00fccretlendirme, konteyner y\u00fckleme-bo\u015faltma maliyetlerinde dolar baz\u0131nda %30\u2019un \u00fczerinde bir art\u0131\u015fa sebebiyet vermektedir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>2-Fahi\u015f ve S\u0131k Fiyat Art\u0131\u015flar\u0131<\/strong><\/p>\n<p>Limanda hizmet tarifeleri \u00f6zelle\u015ftirildi\u011fi tarihten g\u00fcn\u00fcm\u00fcze kadar s\u0131k\u00e7a fiyat art\u0131\u015flar\u0131 yap\u0131lmakta olup 1 Ekim 2024 tarihli tarife ile birlikte baz\u0131 kalemlerdeki art\u0131\u015flar (\u00f6rne\u011fin KKTC&#8217;den gelen\/giden yolcu bedelinde oldu\u011fu gibi) y\u00fczde 600&#8217;lere kadar ula\u015fm\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>Ocak 2024\u2019te yap\u0131lan y\u0131ll\u0131k art\u0131\u015fa ra\u011fmen, A\u011fustos ve Ekim aylar\u0131nda yeniden art\u0131\u015fa gidilmi\u015f, bunun yan\u0131 s\u0131ra mevcut tarifelerde bulunmayan enerji katk\u0131 pay\u0131 gibi ilaveler yap\u0131lm\u0131\u015ft\u0131r. Bilindi\u011fi \u00fczere, denizcilik sekt\u00f6r\u00fcnde kontratlar y\u0131ll\u0131k bazda yap\u0131lmakta olup, y\u0131l i\u00e7erisinde yap\u0131lan art\u0131\u015flar \u00fcyelerimizi zor durumda b\u0131rakmaktad\u0131r. Dolar baz\u0131nda uygulanan tarifenin hem bu kadar s\u0131k de\u011fi\u015fmesi hem de a\u015f\u0131r\u0131 fiyat art\u0131\u015flar\u0131 yap\u0131lmas\u0131 b\u00f6lge ve \u00fclke ekonomisine ve ticaretine zarar vermektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Bu kez 2025 \u015eubat ay\u0131nda uygulamaya konan son tarife d\u00fczenlemesi ile bir\u00e7ok kalemde yeniden art\u0131\u015f yap\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. \u00d6rne\u011fin, i\u015flem hacmi d\u00fc\u015f\u00fck olan 20ft konteyner elle\u00e7lemesinde bir miktar indirim yap\u0131l\u0131rken; liman\u0131m\u0131zda adet olarak daha fazla kullan\u0131lan 40ft konteynerin elle\u00e7lemesinde y\u00fcksek oranda art\u0131\u015f yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p>MIP bu duyurusunda \u201c\u0130hracat\u00e7\u0131lar ve ithalat\u00e7\u0131lar\u0131n rekabet g\u00fcc\u00fcn\u00fc art\u0131rmay\u0131 ama\u00e7lad\u0131klar\u0131n\u0131\u201d ifade etmesine ra\u011fmen, yapt\u0131klar\u0131 d\u00fczenleme ile (2024 y\u0131l\u0131nda elle\u00e7lenen konteyner miktar\u0131 baz al\u0131nd\u0131\u011f\u0131nda) tarifede yakla\u015f\u0131k %12\u2019nin \u00fczerinde fiyat art\u0131\u015f\u0131 yapt\u0131klar\u0131 anla\u015f\u0131lmaktad\u0131r.\u00a0 Bu durum d\u0131\u015f ticaret firmalar\u0131n\u0131 desteklemek bir yana, maliyetlerini daha da art\u0131racakt\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>3-Fuzuli \u0130\u015fgal<\/strong><\/p>\n<p>MIP taraf\u0131ndan 10 \u015eubat 2025 tarihi itibariyle ba\u015flat\u0131lan; al\u0131c\u0131 veya y\u00fckleyiciden kaynakl\u0131 bekleme veya gecikmelerin posta bekleme tarifesi yerine fuzuli i\u015fgal olarak nitelendirilmesi ve tahakkuk ettirilen fuzuli i\u015fgal \u00fccretinin de acenteden tahsil edilmesi uygulamas\u0131n\u0131n hukuken de ciddi sorunlara yol a\u00e7aca\u011f\u0131 de\u011ferlendirilmektedir. Ayr\u0131ca, bir \u00f6nceki tarife ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda; fuzuli i\u015fgal \u00fccretinde %400 ve posta \u00fccretinde %200 fiyat art\u0131\u015f\u0131 yap\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p>Halihaz\u0131rda (konteyner harici) y\u00fckleme\/bo\u015faltma \u00fccretlerinin b\u00f6lge limanlar\u0131na g\u00f6re y\u00fcksek olmas\u0131n\u0131n (7,35 USD\/ton) yan\u0131 s\u0131ra bu uygulaman\u0131n getirece\u011fi ilave maliyet ve cezai m\u00fceyyideler, kargo gemilerinin rakip limanlar\u0131 tercih etmesine ve Suriye, Irak vb. \u00fclkelere y\u00f6nelik transit y\u00fcklerin de kaybedilmesine neden olacakt\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>4-Gemilerin Yana\u015fma \u00d6nceli\u011fi <\/strong><\/p>\n<p>Yine 10 \u015eubat tarihi itibariyle uygulamaya konulan; \u201cR\u0131ht\u0131m taleplerinde yana\u015fma \u00f6nceli\u011finin, genel team\u00fcllerde oldu\u011fu gibi geminin demire geli\u015f s\u0131ras\u0131na g\u00f6re de\u011fil, tamamen i\u015fletmenin inisiyatifine ba\u011fl\u0131 olarak gemi ve y\u00fck kondisyonu, ara\u00e7-depo nakliye durumu gibi objektif ve somut olmayan \u00f6l\u00e7\u00fctlere dayand\u0131r\u0131larak belirlenmesinin, liman kullan\u0131c\u0131lar\u0131 ve \u00f6zellikle gemi donatanlar\u0131 aras\u0131nda adaletsizlik ve ayr\u0131mc\u0131l\u0131k olu\u015fturabilece\u011fi \u00f6ng\u00f6r\u00fclmektedir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>5-Nihai M\u00fc\u015fteriye \u00d6deme Olana\u011f\u0131<\/strong><\/p>\n<p>2025 y\u0131l\u0131 i\u00e7erisinde \u201cnihai m\u00fc\u015fterilerin (ithalat ve ihracat\u00e7\u0131lar\u0131n) gemiye y\u00fckleme\/tahliye ile ardiye \u00fccretlerini do\u011frudan limana \u00f6demelerine olanak sa\u011flayan yeni bir uygulaman\u0131n\u201d planland\u0131\u011f\u0131 MIP taraf\u0131ndan duyurulmu\u015ftur.<\/p>\n<p>&nbsp;<\/p>\n<p>Bu uygulaman\u0131n, gemi y\u00fckleme-bo\u015faltma i\u015flemlerinde operasyonel aksakl\u0131klara yol a\u00e7aca\u011f\u0131, ba\u015fta tedarik zincirinde t\u00fcm d\u00fcnyada yayg\u0131n uygulama olan \u201ckap\u0131dan kap\u0131ya teslim\u201d sistemi olmak \u00fczere ta\u015f\u0131y\u0131c\u0131-al\u0131c\u0131, ta\u015f\u0131y\u0131c\u0131-y\u00fckleyici ili\u015fkisine zarar verece\u011fi, limandaki s\u0131k\u0131\u015f\u0131kl\u0131\u011f\u0131 art\u0131raca\u011f\u0131 ve sonu\u00e7ta Mersin Liman\u0131\u2019ndaki gemi ve y\u00fck trafi\u011fini olumsuz etkileyece\u011fi g\u00f6r\u00fc\u015f\u00fcnde oldu\u011fumuz ve bu uygulamadan vazge\u00e7ilmesi gerekti\u011fi Odam\u0131zca MIP\u2019ye bildirilmi\u015f olmas\u0131na ra\u011fmen olumlu bir geri d\u00f6n\u00fc\u015f al\u0131namam\u0131\u015ft\u0131r. 10 \u015eubat 2025 tarihinde payla\u015ft\u0131klar\u0131 son genel duyuruda ise nihai m\u00fc\u015fterilerin tarifeyi do\u011frudan \u00f6demelerine olanak tan\u0131yan yeni uygulaman\u0131n detaylar\u0131 hakk\u0131nda \u00fc\u00e7 hafta i\u00e7erisinde bilgilendirme yap\u0131laca\u011f\u0131 ilan edilerek g\u00f6r\u00fc\u015f\u00fcm\u00fcz de\u011ferlendirmeye al\u0131nmam\u0131\u015ft\u0131r.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>6-Oda\/Sekt\u00f6rle \u0130li\u015fkiler<\/strong><\/p>\n<p>Tarifelerin belirlenme s\u00fcrecinde, Odam\u0131z ve sekt\u00f6r ile isti\u015farede bulunulmamakta; taraf\u0131m\u0131zdan yap\u0131lan de\u011ferlendirme ve \u00f6neriler de ne yaz\u0131k ki dikkate al\u0131nmamaktad\u0131r.
