{"id":39982,"date":"2022-11-28T14:45:07","date_gmt":"2022-11-28T11:45:07","guid":{"rendered":"http:\/\/mersingazetesi.com\/?p=39982"},"modified":"2024-06-11T21:47:47","modified_gmt":"2024-06-11T18:47:47","slug":"penceremden-metroda-cikis-yolu-izmir-modeli","status":"publish","type":"post","link":"https:\/\/mersingazetesi.com\/index.php\/2022\/11\/28\/penceremden-metroda-cikis-yolu-izmir-modeli\/","title":{"rendered":"PENCEREMDEN: METRO\u2019DA \u00c7IKI\u015e YOLU: \u0130ZM\u0130R MODEL\u0130\u2026"},"content":{"rendered":"<div id=\":1s4\" class=\"Ar Au Ao\">\n<div id=\":1s0\" class=\"Am Al editable LW-avf tS-tW tS-tY\" tabindex=\"1\" role=\"textbox\" contenteditable=\"true\" spellcheck=\"false\" aria-label=\"\u0130leti G\u00f6vdesi\" aria-multiline=\"true\" aria-owns=\":1uv\" aria-controls=\":1uv\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<p>Mersin Metrosu(tamam\u0131 yeralt\u0131ndan A\u011f\u0131r Rayl\u0131 Sistem-ARS) se\u00e7imler yakla\u015ft\u0131k\u00e7a giderek daha fazla g\u00fcndeme geliyor.<\/p>\n<p>Bu konuda daha \u00f6nce bu k\u00f6\u015femde yazd\u0131\u011f\u0131m yaz\u0131larda, Mersinlilerin \u00f6zlemi olan Metronun mevcut ko\u015fullarda mevcut \u015fekliyle, yap\u0131lmas\u0131ndaki, teknik, mali ve siyasi g\u00fc\u00e7l\u00fcklere dikkat \u00e7ekmi\u015f, baz\u0131 yan\u0131ts\u0131z kalan sorular sormu\u015ftum,Bu konudaki \u00f6neri ve g\u00f6r\u00fc\u015flerimi\u00a0\u00a0CHP il ba\u015fkanl\u0131\u011f\u0131n\u0131n daveti ile endi\u015fe ve ku\u015fkular\u0131m\u0131 aktarm\u0131\u015f, B\u015eB Ba\u015fkan\u0131 ve yetkililerle g\u00f6r\u00fc\u015fme talebinde bulunmu\u015f ancak kabul edilmemi\u015fti. \u00d6zellikle \u00f6nce siyasi, sonra mali ve teknik boyutlar\u0131yla yat\u0131r\u0131m\u0131n g\u00f6zden ge\u00e7irilmesini, \u00f6zellikle siyasi boyutunda\u00a0\u00a0bu yat\u0131r\u0131m\u0131n bir tuzak olabilece\u011fini, Mersin B\u00fcy\u00fck\u015fehir Belediyesi\u2019ndeki Cumhur ittifak\u0131n\u0131n Metro gibi siyaseten dengeleri de\u011fi\u015ftirebilecek \u00f6nemli bir yat\u0131r\u0131m\u0131n kurdelas\u0131n\u0131 neden millet ittifak\u0131 belediye ba\u015fkan\u0131na\u00a0\u00a0kestirmesini isteyece\u011fini sormu\u015ftum.<\/p>\n<p>Mali boyutu ile; \u00e7ok pahal\u0131 olan bu tip ARS Metro yat\u0131r\u0131m\u0131n\u0131n (1km\u2019si 50 milyon USD) COV\u0130D-19 salg\u0131n\u0131n\u0131n yaratt\u0131\u011f\u0131 ekonomik belirsizlik ile a\u00e7l\u0131\u011f\u0131n ve k\u0131tl\u0131\u011f\u0131n konu\u015fuldu\u011fu ula\u015f\u0131m tercihlerinin de\u011fi\u015fti\u011fi bir ortamda, ve de de\u011fi\u015fen toplumsal ve ekonomik \u00f6ncelikler\u00a0boyutunda Metro yat\u0131r\u0131m\u0131n\u0131n \u00f6nceli\u011finin tekrar de\u011ferlendirilmesi gerekti\u011fini yazm\u0131\u015ft\u0131m.<\/p>\n<p>Hatta 2015 y\u0131l\u0131nda yap\u0131lm\u0131\u015f Mersin ula\u015f\u0131m master plan\u0131na g\u00f6re de\u011fil, pandemi sonras\u0131, Mersin\u2019in kapasite ve gereksinimlerine g\u00f6re yap\u0131lacak \u2018yeni ula\u015f\u0131m master plan\u0131\u2019 na g\u00f6re de\u011ferlendirilmesi gerekti\u011fini yaz\u0131lar\u0131mda belirtmi\u015ftim.<\/p>\n<p>Teknik boyutu ile n\u00fcfus\u00a0\u00a0yo\u011funlu\u011fu olarak, Mersin ARS Metrosunun\u00a0yerine, n\u00fcfusu daha fazla ve benzer jeolojik \u00f6zelliklere sahip olan \u0130zmir ile nufus yap\u0131s\u0131 benzer olan Bursa ve Eski\u015fehir\u2019de oldu\u011fu gibi hemzemin yani yer \u00fcst\u00fcnden( Hafif Rayl\u0131 Sistem-HRS) yap\u0131lmas\u0131 gerekti\u011fini\u00a0\u00a0izah etmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131m.<\/p>\n<p>\u00c7\u00fcnk\u00fc Metro(ARS) yat\u0131r\u0131m\u0131 i\u00e7in \u00f6l\u00e7\u00fct olan, t\u00fcm metro hatlar\u0131 boyunca 5 dak arayla 32 bin yolcunun ayn\u0131 anda inip, ayn\u0131 anda binmesi gerekmektedir. Mersin\u2019in gelecek 20-30 y\u0131l i\u00e7inde bu n\u00fcfus yo\u011funlu\u011funa ula\u015fmas\u0131n\u0131n, artan s\u0131\u011f\u0131nmac\u0131lar\u0131n do\u011furganl\u0131\u011f\u0131 dikkate al\u0131nsa bile,\u00a0\u00a0bu s\u00fcre i\u00e7inde Metro\u2019nun, Adana metrosu gibi y\u0131llarca zarar edebilece\u011fini belirtmi\u015ftim.Ayr\u0131ca Mersin\u2019nin zemin alt\u0131ndaki derelere dikkat \u00e7ekmi\u015f yap\u0131mda maliyeti tahminlerin \u00e7ok \u00fczerine \u00e7\u0131kar\u0131p bunun yarataca\u011f\u0131\u00a0\u00a0kara deli\u011fe dikkat \u00e7ekmi\u015ftim.<\/p>\n<p>Ge\u00e7ti\u011fimiz s\u00fcre\u00e7te, 2015 deki tahmin ve verilere g\u00f6re\u00a0\u00a0eksik kurgulanm\u0131\u015f ihale ko\u015fullar\u0131 mecburen g\u00fcncellenerek, ikinci kez yap\u0131lan ihale yap\u0131larak sonu\u00e7land\u0131r\u0131ld\u0131.<\/p>\n<p>Ge\u00e7ti\u011fimiz\u00a0\u00a0y\u0131l Ekim ay\u0131nda da ihaleyi kazanan konsorsiyum ile Mersin B\u00fcy\u00fck\u015fehir Belediyesi aras\u0131nda anla\u015fma imzaland\u0131 ve Mersin\u2019in kurtulu\u015funa denk getirilen, 3 Ocak 2022 tarihinde Kemal KILI\u00c7DARO\u011eLU ve Meral AK\u015eENER\u2019in kat\u0131ld\u0131\u011f\u0131\u00a0\u00a0t\u00f6rende temeli resmen at\u0131ld\u0131.<\/p>\n<p>YATIRIMA SON \u0130MZA NEDEN VER\u0130LM\u0130YOR?<\/p>\n<p>Cumhurba\u015fkanl\u0131\u011f\u0131 yat\u0131r\u0131m\u0131na al\u0131nan ve son g\u00fcnlerde gerek Vahap Se\u00e7er, gerekse milletvekilleri taraf\u0131ndan yerel medyada g\u00fcndeme geldi\u011fi gibi yat\u0131r\u0131ma \u2018hazine onay\u0131\u2019\u00a0verilmiyor.<\/p>\n<p>Bu nedenle yat\u0131r\u0131ma onay verilip, kredi ak\u0131\u015f\u0131 ba\u015flat\u0131lamad\u0131\u011f\u0131 i\u00e7in, halen B\u00fcy\u00fck\u015fehir Belediyesinin(B\u015eB) s\u0131n\u0131rl\u0131 b\u00fct\u00e7esi ile ba\u015flat\u0131lan Metro in\u015faat\u0131 ilerleyemiyor. Herkesin bildi\u011fi gibi\u00a0\u00a0son onay\u0131n verilmemesinin temel nedeni siyasidir.<\/p>\n<p>Se\u00e7ime giderken bu \u00e7ok anla\u015f\u0131labilir bir durumdur. \u00d6nceki yaz\u0131lar\u0131mda bu riske dikkat \u00e7ekmi\u015f ge\u00e7mi\u015fte, \u0130zmir ve Antalya\u2019da\u00a0CHP\u2019li belediyelerin ba\u015f\u0131na gelenlere dikkat \u00e7ekmi\u015ftim.<\/p>\n<p>Ge\u00e7mi\u015f yaz\u0131lar\u0131mda\u00a0Mersin i\u00e7in b\u00f6ylesine\u00a0\u00a0\u00f6nemli bir yat\u0131r\u0131m\u0131n, \u00f6n\u00fcm\u00fczdeki \u00e7ok hayati\u00a0\u00a0se\u00e7imlerde millet ittifak\u0131n\u0131n bir belediyesine\u00a0\u00a0avantaj kazand\u0131rmas\u0131n\u0131 iktidar neden istesin diye sormu\u015ftum. \u00dcstelik onay verse bile her an iptal ederek yar\u0131\u00a0yolda kredi musluklar\u0131n\u0131n bir kararname ile kesilme riski her zaman vard\u0131r. Ancak, Mersin B\u015eB nin son ter\u00f6r olaylar\u0131 \u00fczerinde hedef al\u0131nmas\u0131yla ya\u015fanan geli\u015fmeler \u00a0g\u00f6steriyor ki, iktidar de\u011fi\u015fimi olmaks\u0131z\u0131n verilmesi beklenen onay art\u0131k m\u00fcmk\u00fcn de\u011fildir.<\/p>\n<p>MERS\u0130N \u0130\u00c7\u0130N GER\u00c7EK\u00c7\u0130 B\u0130R YOL: \u0130ZM\u0130R MODEL\u0130<\/p>\n<p>\u0130zmir\u2019de bu y\u0131l\u0131n \u015eubat ay\u0131nda (Hemen hemen ayn\u0131\u00a0\u00a0tarihlerde) temeli at\u0131lan \u00dc\u00e7yol -Buca\u00a0\u00a0Hafif Rayl\u0131 Sistemi i\u00e7in, ge\u00e7ti\u011fimiz yaz aylar\u0131nda Avrupa \u0130mar ve Kalk\u0131nma Bankas\u0131\u2019ndan (EBRD) , HAZ\u0130NE GARANT\u0130S\u0130 (ONAYI) OLMAKSIZIN , ilk d\u00f6rt y\u0131l\u0131\u00a0\u00a0geri \u00f6demesiz, toplam 12 y\u0131lda geri \u00f6demeli\u00a0\u00a0ve toplamda 250 Milyon Avro tutar\u0131nda\u00a0\u00a0\u00e7ok uygun finasman ko\u015fullar\u0131nda kredinin onayland\u0131\u011f\u0131n\u0131 ve\u00a0ilk dilimi olan 21.5 Milyon Avro nun \u00f6demesinin a\u00e7\u0131ld\u0131\u011f\u0131n\u0131 \u0130zmir\u00a0\u00a0B\u015eB Tun\u00e7 Soyer taraf\u0131ndan a\u00e7\u0131kland\u0131.<\/p>\n<p>B\u00f6ylelikle, \u0130zmir B\u015eB iktidar\u0131n onay\u0131na\u00a0\u00a0ba\u011fl\u0131 olmadan sa\u011flam ve daha uygun ko\u015fullarda kredi ile \u00dc\u00e7yol -Buca hatt\u0131nda HRS Metro yat\u0131r\u0131m\u0131 ger\u00e7ekle\u015ftirilebilece\u011fini a\u00e7\u0131klad\u0131.<\/p>\n<p>MERS\u0130N AVRUPA KALKINMA BANKASINDAN NEDEN KRED\u0130 TALEP ETM\u0130YOR?<\/p>\n<p>Kan\u0131mca bunun birinci nedeni, bir \u00f6nceki d\u00f6nemden, yat\u0131r\u0131m onay\u0131 alm\u0131\u015f, haz\u0131r bulunan \u015fekliyle Metro yat\u0131r\u0131m\u0131n\u0131 \u00a0\u00a0teknik, mali ve siyasi a\u00e7\u0131dan ger\u00e7ek\u00e7i olup olmad\u0131\u011f\u0131 yeterince de\u011ferlendirilmeden, aceleci davran\u0131larak aynen devam edilmek istenmesi olabilir.<\/p>\n<p>\u0130kinci olarak, mevcut yat\u0131r\u0131mda teknik y\u00f6nden; Mersin i\u00e7in (bizden daha yo\u011fun n\u00fcfusu olan \u0130zmir gibi) neden HRS yerine, TL baz\u0131nda 3-4 kat daha pahal\u0131\u00a0\u00a0ARS (tamam\u0131 yeralt\u0131ndan) Metro\u2019nun tercih edildi\u011fi sorusunun tatmin edici bir yan\u0131t\u0131 hen\u00fcz yoktur. Bu soruya tatmin edici yan\u0131t verilmeden ve\u00a0\u00a0geri \u00f6deme s\u00fcresi makul olmayan\u00a0yat\u0131r\u0131ma EBRD den onay al\u0131nmas\u0131 kan\u0131mca pek m\u00fcmk\u00fcn olmamas\u0131 olabilir.<\/p>\n<p>MERS\u0130N METRO YATIRIM TERC\u0130HLER\u0130 MUTLAKA G\u00d6ZDEN GE\u00c7\u0130R\u0130LMEL\u0130D\u0130R!<\/p>\n<p>Mali y\u00f6nden; Metro anla\u015fmas\u0131n\u0131n imzalar\u0131n\u0131n at\u0131ld\u0131\u011f\u0131 2021 g\u00fcz aylar\u0131nda d\u00f6viz kurun, bug\u00fcn yakla\u015f\u0131k 2.5 kat\u0131na \u00e7\u0131km\u0131\u015ft\u0131r ve yat\u0131r\u0131m bitinceye kadar nerede duraca\u011f\u0131 hen\u00fcz belli de\u011fildir.<\/p>\n<p>D\u00fcnya, art\u0131k 2015\u2019deki D\u00fcnya de\u011fildir.
