Gelelim, insan\u0131n ana s\u00fct\u00fc kadar \u00f6nemli olan ana dil \u00f6\u011frenimine. \u00c7ok dilli, \u00e7ok etnik k\u00f6kenli, \u00e7ok dinli topluluklarda, resmi dil yan\u0131 s\u0131ra ana-baba dilleri de vard\u0131r ve T.C. bunlar\u0131, Osmanl\u0131 Devletinden, bu topraklardan tevar\u00fcs etmi\u015ftir. Ve her insan, bu farkl\u0131l\u0131klara bakmaks\u0131z\u0131n yasa \u00f6n\u00fcnde e\u015fittir (AY Md.10). Bir yandan her insana yasa \u00f6n\u00fcnde e\u015fit haklar tan\u0131yaca\u011f\u0131z, ancak 42\u2019inci maddede \u201cT\u00fcrk\u00e7eden ba\u015fka hi\u00e7bir dil, e\u011fitim ve \u00f6\u011fretim kurumlar\u0131nda T\u00fcrk vatanda\u015flar\u0131na ana dilleri olarak okutulamaz ve \u00f6\u011fretilemez\u201d diyerek anadili T\u00fcrk\u00e7e olanlar\u0131n d\u0131\u015f\u0131ndakilere anadillerinden okuma ve \u00f6\u011frenme \u00f6\u011frenmeyi yasaklayaca\u011f\u0131z. Sonra da \u201cBiz etle kemik gibiyiz, k\u0131z ald\u0131k, k\u0131z verdik\u201d diyece\u011fiz. Ancak yukar\u0131ya al\u0131nt\u0131lad\u0131\u011f\u0131m 42\u2019nci maddenin anadili \u00f6\u011frenme ve okuma yasa\u011f\u0131n\u0131n devam\u0131 olarak \u201c\u2026E\u011fitim ve \u00f6\u011fretim kurumlar\u0131nda okutulacak yabanc\u0131 diller ile yabanc\u0131 dille e\u011fitim ve \u00f6\u011fretim yapan okullar\u0131n tabi olaca\u011f\u0131 esaslar kanunla d\u00fczenlenir. Milletleraras\u0131 antla\u015fma h\u00fck\u00fcmleri sakl\u0131d\u0131r\u201d h\u00fckm\u00fc yer almaktad\u0131r.<\/div>\n<div dir=\"ltr\">Yani T\u00fcrk\u00e7e diline, hem \u201cresmi\u201d ve hem de \u201canadil\u201d s\u0131fat\u0131 verilmi\u015ftir.<\/div>\n<div dir=\"ltr\">Bu duruma g\u00f6re K\u00fcrt k\u00f6kenli yurtta\u015flar\u0131m\u0131z\u0131n \u00e7ocuklar\u0131na kendi anadilini \u00f6\u011frenmeyi yasaklarken, T\u00fcrk\u00e7eyi, hem resmi dil ve hem de anadil olarak dayataca\u011f\u0131z..<\/div>\n<div dir=\"ltr\">Bu, K\u00fcrt k\u00f6kenli yurtta\u015flar\u0131m\u0131za \u201canas\u00fct\u00fc\u201d i\u00e7meyi yasaklay\u0131p, \u201c\u00fcvey ana s\u00fct\u00fcn\u00fc\u201d dayatmak, ancak onu bile, y\u00fcz y\u0131ld\u0131r vermiyoruz gibi bir duruma neden olmaktad\u0131r.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Bizler anaokulu ku\u015fa\u011f\u0131 de\u011filiz. Yedinci ya\u015f\u0131m\u0131za bast\u0131\u011f\u0131m\u0131zda, T\u00fcrk\u00e7eyi, anadil de\u011fil de resmi dili \u00f6\u011frenmek, okumak, yazmak, kurallar\u0131n\u0131 i\u00e7selle\u015ftirmek i\u00e7in g\u00f6r\u00fcrd\u00fck. \u00c7\u00fcnk\u00fc, ana dilimizi, anam\u0131zdan, babam\u0131zdan \u00f6\u011frenmi\u015f olarak okula ba\u015flard\u0131k. K\u00fcrt k\u00f6kenli \u00e7ocuklar ise, ana dilleri olarak K\u00fcrt\u00e7eyi, ana-babalar\u0131ndan \u00f6\u011frenerek ilkokula ba\u015flarlard\u0131 ve orada resmi dili \u00f6\u011frenme s\u00fcrecinde anadilleri olan K\u00fcrt\u00e7eyi unutturmaya zorlard\u0131k. Yani, ana dili T\u00fcrk\u00e7e olanlar, ilkokul s\u00fcrecine, K\u00fcrt k\u00f6kenli \u00e7ocuklardan avantajl\u0131 olarak ba\u015flarlard\u0131. Bu ise, daha ilk basamakta, ana dili farkl\u0131 olan insanlar\u0131m\u0131z\u0131n yasa \u00f6n\u00fcnde e\u015fitli\u011fini ortadan kald\u0131rm\u0131\u015f olurdu. \u00c7\u00fcnk\u00fc, bizler, anadili T\u00fcrk\u00e7e olanlar, anadilimiz T\u00fcrk\u00e7e ile konu\u015fur, arkada\u015fl\u0131klar olu\u015fturur, anne-babam\u0131zlardan ve b\u00fcy\u00fckanne-babalar\u0131m\u0131zdan masallar dinlerdik. Anadili K\u00fcrt\u00e7e olanlar da, yedinci ya\u015f\u0131m\u0131za kadar ayn\u0131 eylemleri anadilimiz K\u00fcrt\u00e7e yapard\u0131k. \u0130lkokula ba\u015flayan anadili K\u00fcrt\u00e7e olan \u00e7ocuk, K\u00fcrt\u00e7e olu\u015fmu\u015f bellek ve s\u00f6zc\u00fck hazinesinden yoksunla\u015ft\u0131r\u0131lm\u0131\u015f olarak bu s\u00fcrece kat\u0131l\u0131rlard\u0131. Ve bu dezavantaj, e\u015fitsizlik, ya\u015fam\u0131 boyunca s\u00fcrerdi ve s\u00fcrmektedir. San\u0131r\u0131m T.C. \u00f6\u011fretim kurumlar\u0131nda zorunlu (\u0130mam Hatiplerde) ve se\u00e7meli- zorunlu yabanc\u0131 dil olarak 10 dil \u00f6\u011fretilmektedir. Bunlar aras\u0131na 2015\u2019de Arap\u00e7a al\u0131nm\u0131\u015f olmas\u0131na kar\u015f\u0131n K\u00fcrt\u00e7e yer almamaktad\u0131r. B\u00fct\u00fcn bunlar, anadilden birinin s\u00fcrekli itelenmesi, \u00f6telenmesi ve s\u00f6m\u00fcr\u00fclmesine kap\u0131lar\u0131 a\u00e7mak anlam\u0131 ta\u015f\u0131maktad\u0131r.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">K\u00fcrt k\u00f6kenli yurtta\u015flar\u0131m\u0131z, anadillerini, ilkokul \u00e7a\u011f\u0131na kadar aile i\u00e7inde \u00f6\u011frenmekte ve bunu \u00e7evresinde kullanmaktad\u0131r. Burada yap\u0131lmas\u0131 gereken O\u2019na anadilini ilerletme ve geli\u015ftirme f\u0131rsat\u0131n\u0131n verilmesi ve resmi dilin yan\u0131nda, e\u011fitim-\u00f6\u011fretim kurumlar\u0131nda zorunlu-se\u00e7meli diller aras\u0131na al\u0131nmas\u0131d\u0131r\u2026 Bence \u201cK\u00fcrt\u00e7e\u201d K\u00fcrtlerin sorunu olmaktan daha \u00e7ok, bu \u00fclkenin yurtta\u015f\u0131 olmakla birlikte anadili T\u00fcrk\u00e7e olanlar\u0131n sorunudur. \u00c7\u00fcnk\u00fc, yurtta\u015flardan birinin anadili, resmi dil olarak kabul edilirken ve anadili K\u00fcrt\u00e7e olanlara zorunlu k\u0131l\u0131n\u0131rken, anadili T\u00fcrk\u00e7e olanlara, yurtta\u015f\u0131 olan kom\u015fusunun dilini \u00f6\u011frenme olana\u011f\u0131 verilmemektedir.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Burada da bir an\u0131m\u0131 payla\u015fmak isterim. 1990\u2019l\u0131 y\u0131llarda, Ad\u0131yaman\u2019da, SHP-CHP\u2019den milletvekili aday\u0131 olmu\u015ftum. Da\u011f k\u00f6ylerine gitti\u011fimde, yan\u0131mda K\u00fcrt\u00e7e konu\u015fan biri ile gitmek zorunda idim. \u00d6n se\u00e7men ve se\u00e7men ile g\u00f6r\u00fc\u015fmeyi, onlara sesleni\u015fimi ve onlardan dinleyi\u015fimi \u00e7evirmen arac\u0131l\u0131\u011f\u0131 ile yapard\u0131m. \u00c7evirmen, ne kadar yetenekli olsa bile, ne benim, ne de muhataplar\u0131m\u0131n heyecan\u0131n\u0131, co\u015fkusunu, duygular\u0131n\u0131 yeterli \u00f6l\u00e7\u00fcde yans\u0131tamazd\u0131. Da\u011f k\u00f6ylerinden, mezra ve obalardan a\u015fa\u011f\u0131ya inerken, kendime, \u201cBu se\u00e7men, dilini bilmeyen, bu nedenle duygu ve heyecanlar\u0131n\u0131 aktaramad\u0131\u011f\u0131 beni niye, temsilcisi olarak se\u00e7sin ki!\u201d diye m\u0131r\u0131ldan\u0131r ve K\u00fcrt\u00e7e \u00f6\u011frenmemi\u015f olmama yanard\u0131m.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Sizin de Manifestonuzda belirtti\u011finiz gibi, b\u00f6lge, y\u00fcz y\u0131ld\u0131r g\u00f6rece geri b\u0131rak\u0131lm\u0131\u015f, kamu hizmetinden uzak tutulmu\u015f, ulusal hukuk kurallar\u0131na g\u00f6re de\u011fil de, neredeyse s\u00fcrekli s\u0131k\u0131y\u00f6netim-olagan\u00fcst\u00fc hal alt\u0131nda \u201c\u00f6zel stat\u00fcl\u00fc bir b\u00f6lge\u201d y\u00f6netimine mahkum edilmi\u015f, cezaland\u0131r\u0131lmak istenilen kamu g\u00f6revlilerinin s\u00fcrg\u00fcn yeri olarak kullan\u0131lm\u0131\u015ft\u0131r. Cumhuriyet bu olumsuzluklar\u0131 giderme y\u00f6nl\u00fc \u00e7abalar i\u00e7ine girmi\u015f, \u00f6rne\u011fin K\u00f6y Enstit\u00fcleri (Kars-Cilavuz, Sivas-Pamukp\u0131nar, Erzurum-Pulur, D.Bak\u0131r\/Ergani-Dicle, Van\/Erci\u015f-Ernis) ile sanayi-madencilik kurulu\u015flar\u0131nda( Malatya Pamuklu Dokuma, Malatya,Kayseri Bez, Ergani Bak\u0131r, Artvin Kuvars, Murgul Bak\u0131r) dengeli bir da\u011f\u0131l\u0131m\u0131 g\u00f6r\u00fcr\u00fcz. Ayr\u0131ca, d\u00f6nemde b\u00f6lgedeki feodal yap\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131na y\u00f6nelik d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r. Ancak, \u0130kinci D\u00fcnya Payla\u015f\u0131m Sava\u015f\u0131 sonras\u0131nda olu\u015fturulan \u201c \u0130ki Kutuplu Yeni D\u00fcnya D\u00fczeni\u201d, kutupla\u015fman\u0131n i\u00e7inde yer alan \u00fclkeleri, belirleyici \u00fclkelerin (ABD ve SSCB) ekonomik, siyasal, askeri ve k\u00fclt\u00fcrel egemenli\u011fi alt\u0131na girmi\u015ftir. \u00d6rne\u011fin TSK, NATO Karargah\u0131na tabi olmu\u015f ve K\u0131br\u0131s Harekat\u0131\u2019nda T.C. 4\u2019\u00fcnc\u00fc ordusunu olu\u015fturma zorunda kalm\u0131\u015ft\u0131r. Ve bizde s\u0131n\u0131fsal dayanaklar\u0131 olmas\u0131 gereken \u00e7ok partili siyasi sistem, ayn\u0131 k\u00f6kten ve kadrolar\u0131n ayr\u0131\u015fmas\u0131ndan olu\u015fmu\u015ftur. Ve bu, kural, kurum ve gelenekleri yerle\u015fmeden demokrasi olarak adland\u0131r\u0131larak, iktidar\u0131 ele ge\u00e7irenlerin s\u00fcrekli rejim de\u011fi\u015fikli\u011fine gidi\u015fi, 1930\u2019larda ama\u00e7lanan toprak reformunu, siyasetle g\u00fc\u00e7lendirilen feodal kurumlar\u0131n ve kurallar\u0131n, Do\u011fu ve G. Do\u011fu Anadolu\u2019da yeniden hortlat\u0131lmas\u0131na neden olmu\u015ftur. Devlet giderek, tarikatlar, cemaatler aras\u0131nda payla\u015f\u0131l\u0131r olmu\u015ftur. Yani tasfiye edilmesi, tarihe terk edilmesi gereken kurum ve kurallar yeniden hortlat\u0131lm\u0131\u015ft\u0131r. Reel sosyalizmin \u00e7\u00f6kmesinden sonra ise, ulus devletler mikro milliyet\u00e7ilik, mikro dincilik, mezhep\u00e7ilik ile i\u00e7inden \u00e7\u00f6kertilir olmu\u015ftur. T\u00fcrkiye ise, bu par\u00e7alanmaya, milenyum ile, \u201ce\u015f-ba\u015fkanl\u0131k yutturmacas\u0131\u201d ile s\u00fcr\u00fcklenmi\u015ftir.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Say\u0131n Hocam, yurtta\u015f\u0131m\u0131zdan, etnik k\u00f6ken ve inan\u00e7 farkl\u0131l\u0131\u011f\u0131 nedeni ile korkmamam\u0131z gerekmektedir. Her dil , insan\u0131n zenginli\u011fi ve ileti\u015fim arac\u0131d\u0131r. Bu nedenle yurtta\u015flar\u0131m\u0131za, resmi dilin yan\u0131 s\u0131ra, ana dillerini \u00f6\u011frenme ve geli\u015ftirme olana\u011f\u0131n\u0131 anas\u0131n\u0131n ak s\u00fct\u00fc gibi vermeli, O\u2019nu \u00fcvey ana eline terk etmemeliyiz. Bak\u0131n\u0131z K\u00fcrt k\u00f6kenli yurtta\u015flar\u0131m\u0131za \u201cDa\u011fa \u00e7\u0131kma yerine ovada siyaset yapma\u201d \u00e7a\u011fr\u0131s\u0131nda bulunanlar, \u00f6zellikle 7 Haziran 2015 se\u00e7imlerinde, b\u00f6lgesel parti g\u00f6r\u00fcn\u00fcm\u00fcnden \u00e7\u0131karak, T\u00fcrkiye\u2019nin siyasal partisine d\u00f6n\u00fc\u015ferek sa\u011flad\u0131\u011f\u0131 ba\u015far\u0131dan sonra, ter\u00f6rize edilmi\u015f, \u015feytanla\u015ft\u0131r\u0131lm\u0131\u015f, \u00f6tekile\u015ftirilmi\u015ftir. Kazand\u0131\u011f\u0131 yerel y\u00f6netimler elinden al\u0131nm\u0131\u015f, milletvekillerinin \u00fcyelikleri d\u00fc\u015f\u00fcr\u00fclm\u00fc\u015ft\u00fcr. 26\u2019nc\u0131 d\u00f6nemde 11, 27\u2019nci d\u00f6nemde en son 2 milletvekilleri, parlamentodan ihra\u00e7 edilmi\u015f, sonra da hapse at\u0131lm\u0131\u015ft\u0131r. Hemen her g\u00fcn de, ad\u0131 siyasal parti olan kimi kurulu\u015flar (bunlardan biri de sizin adayl\u0131\u011f\u0131n\u0131 \u00fcstlendi\u011finiz parti- \u0130\u015f\u00e7i\/Ulusal\/Vatan), \u201cHDP Kapat\u0131ls\u0131n\u201d diye kampanya y\u00fcr\u00fct\u00fcr olmu\u015flard\u0131r.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">De\u011ferli Hocam, de\u011ferlendirmelerinizin, saptamalar\u0131n\u0131z\u0131n, \u00f6nermelerinizin hepsine kat\u0131ld\u0131\u011f\u0131m\u0131 \u00f6nceden de belirtmi\u015ftim. Burada izninizle, sizden bir al\u0131nt\u0131 yaparak g\u00f6r\u00fc\u015flerimi g\u00fc\u00e7lendirece\u011fim:<\/div>\n<div dir=\"ltr\">\u201c10. Bir\u00e7ok topluluk gibi, bu toplulu\u011fun da milli b\u00fct\u00fcnl\u00fc\u011f\u00fc bozmadan kendine g\u00f6re bir dili, m\u00fczi\u011fi, k\u00fclt\u00fcr\u00fc oldu\u011funu; bunlar\u0131 kullanmas\u0131n\u0131n da onlar\u0131n temel bir hakk\u0131 oldu\u011funu y\u0131llarca g\u00f6z ard\u0131 ettik; ancak resmi dili \u00f6\u011frenmenin, cumhuriyetin de\u011ferlerine sahip \u00e7\u0131kman\u0131n bir zorunluluk de\u011fil ortak ya\u015faman\u0131n bir gere\u011fi oldu\u011funu \u0131rk\u00e7\u0131 ve \u015f\u00f6venist bir yakla\u015f\u0131mdan kurtularak anlatamad\u0131k; onlar da anlamad\u0131lar\u201d.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Ben buna, Anayasan\u0131n 5\u2019inci maddesinde devletin temel ama\u00e7 ve g\u00f6revleri olarak s\u0131ralanan; \u201cT\u00fcrk milletinin ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 ve b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc, \u00fclkenin b\u00f6l\u00fcnmezli\u011fini, Cumhuriyeti ve demokrasiyi korumak, ki\u015filerin ve toplumun refah, huzur ve mutlulu\u011funu sa\u011flamak; ki\u015finin temel hak ve h\u00fcrriyetlerini, sosyal hukuk devleti ve adalet ilkeleriyle ba\u011fda\u015fmayacak surette s\u0131n\u0131rlayan siyasal, ekonomik ve sosyal engelleri kald\u0131rmaya, insan\u0131n maddi ve manevi varl\u0131\u011f\u0131n\u0131n geli\u015fmesi i\u00e7in gerekli \u015fartlar\u0131 haz\u0131rlamaya \u00e7al\u0131\u015fmak\u2026\u201dtaki ba\u015far\u0131s\u0131zl\u0131\u011f\u0131m\u0131z\u0131 eklemek isterim.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Irksal, dilsel, inan\u00e7sal farkl\u0131l\u0131klar\u0131m\u0131z\u0131, insan haklar\u0131 ve e\u015fit haklara sahip yurtta\u015fl\u0131k temelinde, kat\u0131l\u0131mc\u0131 demokratik sistem i\u00e7inde zenginli\u011fe d\u00f6n\u00fc\u015ft\u00fcrmemiz gereken \u00e7e\u015fitlili\u011fimizi, \u00e7at\u0131\u015fmaya, kan davas\u0131na d\u00f6n\u00fc\u015ft\u00fcrerek neden oldu\u011fumuz can ve ekonomik kay\u0131plar art\u0131k hepimizi yordu, t\u00fcketti. Art\u0131k bu insan ve kaynak savurganl\u0131\u011f\u0131ndan vazge\u00e7memiz gerekmektedir. Bunun yolu ise, yukar\u0131da al\u0131nt\u0131lad\u0131\u011f\u0131m paragrafta yapt\u0131\u011f\u0131n\u0131z \u201c\u2026anlatamad\u0131k, onlar da anlamad\u0131lar\u2026\u201d nedenini ortadan kald\u0131rmak konusunda, siyasal partilerle, \u00fcniversitelerle, medya kurulu\u015flar\u0131yla, sendikalarla, demokratik kitle \u00f6rg\u00fctleriyle \u201ccumhuriyetin de\u011ferlerine (insan haklar\u0131na sayg\u0131l\u0131, demokratik, laik ve sosyal hukuk devleti temelinde) sahip \u00e7\u0131kman\u0131n bir zorunluluk de\u011fil, ortak ya\u015faman\u0131n bir gere\u011fi oldu\u011fu\u201d nu kendimiz anlamal\u0131, bunu anlatmal\u0131 ve anlatmadan b\u0131kmamal\u0131y\u0131z.<\/div>\n<div dir=\"ltr\">HDP\u2019nin, \u00f6teki siyasal partiler gibi, T\u00fcrkiye Partisi oldu\u011funu kabul etmeli ve onlar\u0131 belirli bir co\u011frafyaya itelemekten ve orada bile yurtta\u015flar\u0131n temsilcisi olmaktan onlar\u0131 yoksun k\u0131l\u0131c\u0131 sapk\u0131nl\u0131klardan, aymazl\u0131klardan vazge\u00e7meliyiz.<\/div>\n<div dir=\"ltr\">(Devam Edecek)<\/div>\n<div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>3.
