dir=\"ltr\"><\/div>\n<div>Kamu g\u00f6revinde edinilen al\u0131\u015fkanl\u0131klar,<\/div>\n<div>sivil toplumun ihtiya\u00e7 duydu\u011fu esneklik ve \u00fcretim refleksiyle her zaman \u00f6rt\u00fc\u015fmez.<\/div>\n<div dir=\"ltr\"><\/div>\n<div>Sivil toplum; h\u0131zl\u0131 d\u00fc\u015f\u00fcnmeyi, proje \u00fcretmeyi, risk almay\u0131 ve \u00f6l\u00e7\u00fclebilir sonu\u00e7 \u00fcretmeyi gerektirir.<\/div>\n<div>B\u00fcrokratik yap\u0131 ise do\u011fas\u0131 gere\u011fi temkinli, yava\u015f ve prosed\u00fcr odakl\u0131d\u0131r.<\/div>\n<div dir=\"ltr\"><\/div>\n<div>Burada sorun ki\u015filer de\u011fil, yanl\u0131\u015f e\u015fle\u015ftirmedir.<\/div>\n<div dir=\"ltr\"><\/div>\n<div>Ve daha kritik olan \u015fudur:<\/div>\n<div
