Gelen g\u00f6r\u00fc\u015fler \u00fczerine revize edilen taslakta, POS cihazlar\u0131n\u0131n kullan\u0131m\u0131ndan denetimine kadar bir dizi sert tedbir yer al\u0131yor. Art\u0131k esnaf i\u00e7in ‘cihaz bozuk, yandaki d\u00fckkan\u0131n POS’undan \u00e7ekelim’ devri kapan\u0131yor.<\/p>\n

Taslakta en dikkat \u00e7eken madde, cihaz payla\u015f\u0131m\u0131yla ilgili. Art\u0131k i\u015fletmelerin, kendilerine ait olmayan \u00f6deme kaydedici cihazlar\u0131 veya mobil sistemleri kullanmas\u0131 yasakland\u0131. POS cihaz\u0131n\u0131 ba\u015fkas\u0131na kulland\u0131ran da kullanan da sorumlu olacak.<\/p>\n

Ancak bu yasa\u011f\u0131n tek bayilik sistemi olacak. T\u00fcrkiye genelinde en az 30 bayisi bulunan b\u00fcy\u00fck firmalar, kendi \u00f6deme sistemlerini anla\u015fmal\u0131 i\u015fletmelerine kulland\u0131rmaya devam edebilecek.<\/p>\n

G\u0130B, perakende sat\u0131\u015f yapan veya hizmet veren t\u00fcm i\u015fletmelere ‘yeni nesil \u00f6deme kaydedici cihaz’ kullanma zorunlulu\u011fu getirdi. Esnaf\u0131 kara kara d\u00fc\u015f\u00fcnd\u00fcren bu masraftan kurtulman\u0131n ise bir yolu var.<\/p>\n

Tasla\u011fa g\u00f6re; ‘G\u00fcvenli Mobil \u00d6deme ve Elektronik Belge Y\u00f6netim Sistemi’ne ge\u00e7en i\u015fletmeler, cihaz zorunlulu\u011fundan muaf tutulacak. Yani mobil sisteme ge\u00e7enler, yeni nesil cihaz almak zorunda kalmayacak. Ayr\u0131ca e-ticaret yapanlar i\u00e7in de sanal POS kullan\u0131m\u0131 serbest b\u0131rak\u0131ld\u0131.<\/p>\n

Yeni d\u00f6nemde sadece esnaf de\u011fil, bankalar da topun a\u011fz\u0131nda. D\u00fczenleme ile bankalara ve \u00f6deme kurulu\u015flar\u0131na ‘denetim’ g\u00f6revi verildi. Bankalar, POS cihazlar\u0131n\u0131n amac\u0131 d\u0131\u015f\u0131nda kullan\u0131l\u0131p kullan\u0131lmad\u0131\u011f\u0131n\u0131 kontrol etmek zorunda kalacak. \u0130hlal tespit edilirse hem i\u015fletmeye hem de denetimi yapmayan kurulu\u015fa ceza ya\u011facak.<\/p>\n
