Br\u00fcksel koridorlar\u0131nda herkesin \u00fczerinde hemfikir oldu\u011fu bir konu varsa, o da s\u00fcrecin giderek teknik bir mesele olmaktan \u00e7\u0131k\u0131p siyasi bir satran\u00e7 oyununa d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcd\u00fcr.
